Each quote below is from the form, unless it names the renewal page. The line number after a quote, for example "PDF page 3, line 3.5", is the line in the transcription at guides/source/elc-lic-005.md. In the quotes, this guide removes the extra spaces that the PDF text extraction adds inside some words.

Who must use this guide

Use this guide if you hold a Texas journeyman electrician license that expired at least 18 months ago and less than 3 years ago. TDLR does not renew these licenses online. You renew by mail with three items:

  1. The first 2 pages of the application form, completed.
  2. The Request to Executive Director for Expired License Renewal (TDLR Form LIC003). This site has a separate guide for that form.
  3. The renewal fee.

"If your license has been expired for over 18 months, but less than 3 years, you must apply by mail. Submit a completed Journeyman Electrician License Application Form (PDF), completing only the first 2 pages of the application form. Also include a completed Request to Executive Director for Expired License Renewal Form (PDF) and include the renewal fee." (TDLR journeyman electrician renewal page, read 05 Oct 2026)

If your license expired less than 18 months ago, renew online. If it expired 3 years ago or more, you cannot renew. You must apply again as a new applicant (TDLR journeyman electrician renewal page).

Which pages are "the first 2 pages"

The PDF has 5 pages. They are not all part of the application form.

  • PDF pages 1 and 2 are the instruction sheet. Their footers say "Page 1 of 2" and "Page 2 of 2". They have no fields.
  • PDF pages 3, 4 and 5 are the application form. Their footers say "Page 1 of 3", "Page 2 of 3" and "Page 3 of 3".

So "the first 2 pages of the application form" are PDF pages 3 and 4. PDF page 5 is the Electrician Experience Verification Form, which is the third page of the application. The renewal page does not ask for it.

This reading comes from the page footers. TDLR does not name the PDF page numbers. If you are not sure, ask TDLR before you mail the form.

Before you start

Complete every renewal requirement before you mail the form. For a journeyman electrician, this includes 4 hours of TDLR approved continuing education. The Request to Executive Director form says it:

"All renewal requirements must be met prior to the issuance of the renewal of your license. This includes continuing education, renewal courses, reports, and any additional renewal requirements needed." (TDLR Form LIC003, page 1)

The fields on PDF page 3, in form order

You complete two items on these pages by hand on the printed form. They are item 4 (Social Security Number) and item 14 (the signature and the date). This guide gives no content for them, other than what the form says.

The top of PDF page 3 says:

"YOU MUST MEET ALL REQUIREMENTS WITHIN 12 MONTHS OF THE FILING DATE, OR THE APPLICATION WILL BE TERMINATED. APPLICATION FEE: $30.00 (FEE IS NON-REFUNDABLE)" (PDF page 3, lines 3.4 to 3.5)

The $30.00 is the fee for a new application. For the mail renewal, the renewal page asks for the renewal fee. See the section "The fee" below.

1. Name

Write your legal name in four parts: last name, first name, middle name, suffix. A suffix is Jr., Sr. or III. "Mr." is not a suffix. Write the same name as on your expired license and on the Request to Executive Director form.

"Provide your legal name in the spaces provided. (Last, First, Middle Name, Suffix) Examples of a suffix include Jr., Sr., and III. (Mr. is not a suffix)" (PDF page 1, lines 1.4 to 1.6)

2. Date of Birth

Write your date of birth as MM/DD/YYYY, for example 04/09/1988 (PDF page 3, line 3.9).

"Provide your birthdate." (PDF page 1, line 1.7)

3. Gender

Mark "Male" or "Female".

"Select whether you are male or female." (PDF page 1, line 1.8)

4. Social Security Number (complete by hand)

Complete this field by hand. Texas law requires the number for a license.

"Social Security Number disclosure is required by Section 231.302(c)(1) of the Texas Family Code in order to obtain a license." (PDF page 1, lines 1.10 to 1.11)

5. Mailing Address

Write the address where TDLR sends your mail: number, street name, suite or apartment number, city, state, ZIP code. A post office box is allowed.

"Provide your mailing address. This is the address where we will send you mail. A post office box can be used as a mailing address." (PDF page 1, lines 1.14 to 1.15)

You can add the 4 extra ZIP code digits (PDF page 1, line 1.15).

6. Physical Address

Write the address where you live. A post office box is not allowed here.

"This is the physical location of your residence. Do not use a post office box for this address." (PDF page 1, line 1.17)

7. Phone Number

Write a phone number with the area code. Use a number where a person answers during the day. An office number where TDLR can leave a message is allowed.

"This may be your office phone number where we can leave a message." (PDF page 1, line 1.20)

8. Email Address

This field is optional. Write your email address only if you agree that TDLR sends license messages and required notices to you by email.

"Provide your email address only if you agree to the following statement." (PDF page 1, line 1.21)

If you write an email address, you must tell TDLR when it changes. If you do not, you will not get the notices (PDF page 1, lines 1.23 to 1.24).

9. Criminal history

Mark "Yes" or "No".

"Have you ever been convicted of, or placed on deferred adjudication for, any misdemeanor or felony, other than a minor traffic violation?" (PDF page 3, lines 3.26 to 3.27)

If you mark "Yes", complete one Criminal History Questionnaire (TDLR form LIC002) for each offense and attach it.

"If YES, complete and attach a Criminal History Questionnaire (PDF) for each offense." (PDF page 3, line 3.28)

10. Disciplinary action

Mark "Yes" or "No". The question asks if a license, certification or registration of yours was ever suspended, revoked or denied, in any state.

"Have you ever had an occupational license, certification, or registration suspended, revoked, or denied in any state?" (PDF page 3, lines 3.31 to 3.33)

If you mark "Yes", attach a Disciplinary Action Questionnaire (PDF page 3, lines 3.34 to 3.35). The question does not include your license to operate a car (PDF page 3, line 3.36).

11. Texas Electrical Apprentice License

Mark "Yes" or "No". If you mark "Yes", write your apprentice license number in the field "If yes, provide the license number".

"Do you hold or have you held a Texas Electrical Apprentice License?" (PDF page 3, line 3.39)

"If yes, provide the license number:" (PDF page 3, line 3.41)

12. License Requirements

Item 12 has no field. It explains to a new applicant the two ways to qualify for the license. Option A is the exam and 8,000 hours of supervised training. Option B is a municipal or regional journeyman license (PDF page 3, lines 3.42 to 3.56).

The fields on PDF page 4, in form order

13. Early Examination Option

Item 13 has two boxes. Both are about the exam for a new applicant:

  • "CHECK THIS BOX if you are or have been enrolled in a Texas apprenticeship training program." (PDF page 4, line 4.8)
  • "CHECK THIS BOX if you choose to apply to take the exam early AND you have attached at least 7,000 hours." (PDF page 4, lines 4.9 to 4.10)

The renewal page does not say what a renewing licensee does with these two boxes. If you are not sure, ask TDLR before you mail the form.

14. Statement of Applicant, signature and date (complete by hand)

Read the statement. Then sign and write the date by hand.

"Carefully read the statement of applicant before you sign and date your application." (PDF page 1, line 1.44)

In the statement, you agree to obey the laws and rules of your occupation. You also state that your information is true. False information can cause TDLR to deny the application or revoke the license (PDF page 4, lines 4.15 to 4.18).

  • Signature of Applicant: sign by hand.
  • Date Signed: write the date by hand.

Where to mail the pages

Mail PDF pages 3 and 4, the Request to Executive Director form, the fee and the required documents to:

Texas Department of Licensing and Regulation P.O. Box 12157 Austin, TX 78711-2157

The form prints this address on PDF page 2, lines 2.20 to 2.23. The text on the form says "P.O. Bo 12157". The Request to Executive Director form prints "P.O. Box 12157" with the same ZIP code.

"Documents submitted with your application will not be returned. Keep a copy of your completed application, all attachments, and your check or money order. Do not send cash." (PDF page 2, lines 2.24 to 2.25)

The fee

For a journeyman electrician license expired 18 to 36 months, the renewal fee is $60. Source: the fee table on the TDLR journeyman electrician renewal page, read 05 Oct 2026. Check that page for the current amount before you mail the forms.

The Request to Executive Director form says that all fees are non-refundable and that you must send the fee with the application:

"ALL FEES ARE NON-REFUNDABLE AND THE FEE MUST ACCOMPANY THIS APPLICATION" (TDLR Form LIC003, page 2)

Other license types with the same pages

The TDLR renewal pages of seven other license types use the same sentence, "completing only the first 2 pages of the application form". The first 2 PDF pages of each of these applications are also an instruction sheet. So for each one, the first 2 pages of the application form are PDF pages 3 and 4. IERhub read the page footers of the copies on the TDLR forms page on 05 Oct 2026.
